dc.description.abstract Nowadays terrorism has become the most important term in the political vocabulary among all political violence’s. There is no globally agreed definition of terrorism; but the counter- terrorism measures meant to suppress and prevent terrorism within state boundaries are well understood. The aim of the study is to examine what makes terrorism crime and how it needs due attention among all types of political violence. In doing so the distinctive feature of terrorism, the international and regional documents enacted on terrorism in relation with some groups recently declared terrorist organization globally is analysed. Accordingly, terrorism is not mere criminal law phenomena and the lack of agreed definition for terrorism helped governments to denounce opposing groups, as well as it’s been used to silence violence in states en_US
