The right to health of person in prison: the case of horro guduru wallega and east wallega zone prisons

Abstract

The purpose of this thesis is to evaluate the implementation of Oromia reginal state and Ethiopian laws regarding the healthy rights of person in prisons in Horro Guduru Wallaga and East Wallaga prisons zones in views of obligations it arises in human right standards. The government of Ethiopia has the obligation to allocate resources to provide the public health services in general and the healthy right of prisoners in particular to the extent the country’s resources permit to realize the highest attainable standard of prisoner’s health. It examines this right as articulated within United Nations, regional human rights treaties instruments from international organizations and the health right of person enshrined under Ethiopian and Oromia legal regimes. It explores the right to health of person in prisons practically what is there on the ground in these two correctional institutions. The thesis try to identify the gaps of health rights of person in prisons in these two correctional institutions in light with the normative components of human right standards
