Abstract:
The main aim of this study was to assess the practice and challenges of human resource
development in North Shewa Zone Sports offices. To achieve this objective, the researcher
followed cross-sectional survey design. The data were collected from 54 sample employees
(respondents) selected through random and purposive sampling techniques. Therefore, 42
employees (sports expert)were selected by random sampling techniques and 6 top managers
(leaders) of the organization and 6 human resources' manager were selected through
purposive sampling techniques. besides data were gathered through questionnaires and a
structured interview. Descriptive statistics were used to analyze the quantitative data by using
SPSS version 20. Mean and standard deviation, were employed as quantitative method of data
analysis. Moreover Qualitative data were analyzed through narration, explanation, and thematic
analysis of categorization .The studies showed that performance assessment has not increased
because of lack of good performance assessment system, lack of short and long term evaluation,
and less attention to identifying areas in need improvement. The organization were ineffective in
taking organizational analysis and prioritizing human resource development needs, identify and
designs human resource development objectives, and implementation based on stated objectives
standards to facilitate organizational performance. Some challenges hindered and constrained
the efficiency and effectiveness of human resource development practices in the study area.
Based on the finding it is recommended that to make the performance assessment more effective
and successful, North shewa zone sports offices, the human resource manager(leader of the
sports office should review and improve the implementation of the performance assessment
system, the organization shall give particular attention to training and development programs
and assessing worker training needs and strategic human resource development is driven by the
organizational analysis and objectives within these goals to develop human resources and is thus
a purposeful way of matching community to the organization.
