dc.description.abstract Land is a vital natural resource in the world as it contributes to economic development. High rate of population growth, coupled with urbanization and industrialization results in high demand for land. The Ethiopian government has implemented multipurpose building construction, which enables vertical extension rather than horizontal development. Due to this expansion mode, a land tenure system that takes into account the use and registration of multipurpose buildings in three dimension environments must be established. In Ethiopia, using aerial photography for cadastral mapping is nothing new when it comes to the extraction of the two dimension cadastral layer, but it is rarely used when registering land in three dimensions. In Adama city, the registration of landholders for the time being cannot express the three dimension information. Using a two dimension cadaster data model has not much more important than registering and managing the property of individuals. Due to this, it is difficult to register, manage, and visualize their institute condition for decision-making and given applications such as infrastructure development. This study is intended to examine the applicability of Aerial photos in three dimension object modeling, design cadastral information systems for commonly owned residential buildings and commercial centers, examine legal and institutional aspects of three dimension property information and representation system for land registration, management, administration, urban planning, and decision-making process in Adama city by applying three dimension Geographic Information System techniques. The existing two dimension cadastral registration system was carefully assessed and the gaps are well identified before proposing a new registration system. The Environmental Science Research Institute three dimensions CityEngine module was used to reconstruct the multipurpose buildings after carrying out photogrammetric processes. The finding of this study shows Developing a three dimension cadastral information system have better for the society and government that is related to providing relevant documents regarding the ownership of houses as well as gives useful information for a municipality to administration land valuation, tax collection, and legal purposes. To include multipurpose buildings in future cadastral registration procedures, a new registration approach was developed. en_US
