Abstract:
The main objective of this study was to assess the main objective of this study was investigated
similarities and difference between private and government primary schools in implementing SIP
in primary schools of Ilubabor Zone. To achieve the intended objective of this study descriptive
research method was used with quantitative and qualitative approaches. the quantitative data
were collected from 154 teachers and principals government and private primary schools
through questionnaire and interview questions. Sample respondents of teachers and and
principals were selected through simple random sampling technique and purposive sampling
technique. The quantitative data were analyzed in percentages, mean standard deviation and Ttest and followed with discussed in text explanations. The qualitative data were discussed in text
explanations. On basis of the analysis made of this study, the conclusions were made and the
findings of this study were identified. The result the study indicated that the Learning and
Teaching Domain has been more implemented in the private primary schools than government
primary schools with the difference of M=1.15. The result the study indicated that the safe and
Healthy School Environment Domain has been more implemented in the private primary schools
than government primary schools with the difference of M=.0.68. The result the study indicated
that the School Community Relation Domain has been more implemented in the private primary
schools than government primary schools with the difference of M=.0.74. The result the study
indicated that the School Leadership and Management Domain have been more implemented in
the private primary schools than government primary schools with the difference of M=.0.75.
The result of this study had revealed that Challenges to implement the school improvement
domains in private and government primary schools were Resistance of school Community, lack
of principal Commitment, lack of materials and financial inputs, lack of commitment of teachers,
lack of participation of stakeholders, Poor technical support from Zone education office and
Poor searching external fund to promote school. These challenges were more in government
primary schools than private primary schools with the deference of M=0.34. The researcher
concluded that the five school improvement domains were more implemented in private primary
schools than in government primary schools. The researcher recommended that the five school
improvement domains will be improved in the government primary schools.
