Abstract:
The main objective of the study was to investigate the attributes of effective cluster resource
center supervisors in selected primary schools of Buno Bedele Zone. To achieve the intended
objective of this study descriptive research method was used with quantitative and
qualitative approaches. Quantitative data were collected from 150 sample respondents of
teachers through questionnaire and qualitative data were collected through interview from
principals, supervisors and woreda supervisors. The collected data were analyzed in
percentage, mea and standard deviation Based on the analysis made of this study the
findings of this study were identified. Then the findings of this study were major attributes of
effective Cluster Resource Center supervisors were effective on monitoring the teachers’
activities, providing induction for beginning teachers, improving the competency of the
individual teacher through giving professional support, providing accurate and timely
information for principals, and the ineffective supervisors were not Organize appropriate
teaching methods to teachers, do not demonstrate appropriate teaching methods to teachers
and do not conduct class room observation to give feedback. The major challenges that affect
the effectiveness of supervisors were perception of Teachers towards Supervision, Lack of
Adequate Training and Support and Inadequate Educational Resources.Therefore it is
possible to concluded that there were challenges like lack of adequate resources(non-
availability of supervision manual at school and an insufficient allocation budget to carry out
supervisory activities) and lack of training (the absence of in-service training programs to
update supervisors), and workshop were challenges that affect the supervisory activities of
Cluster resource center (CRC) supervisors. As a result, Cluster resource center (CRC)
supervisors were less supportive for effective teaching and learning process. In order to
minimize the problems of educational supervisors in primary schools, the government and
concerning bodies are recommended to give relevant in-service trainings for supervisors to
upgrade their supervisory activities, necessary resources for the effectiveness of supervision
activities was suggested at the school level of the study area. Supervisors and school
administrative bodies are also recommended to be committed on their jobs and plan to
regularly visit schools and classrooms to support teachers and students work effectively.
